Law enforcement is supposed to be about protecting the public by discouraging—through monetary fines—dangerous driving and other hazardous personal conduct or property conditions. But in practice, local governments may also—or instead—use their law enforcement powers to raise revenue. This is taxation by citation. Here’s Joshua House from the Institute for Justice to share a couple of his case stories with us.
